B. The Investigative Process


Any human institution will only be as good, honest and effective as its constituent members.  While federal agents and prosecutors are carefully screened before being hired, the federal legal system does not depend entirely on their integrity and good judgment in the investigative process.   This is because the culmination of any federal criminal investigation is presentment before a federal grand jury; a group of independent citizens whose function is to make sure that probable cause for a crime exists before any person is indicted.
