Emma Cecil
PartnerPrior to joining Finch McCranie LLP, Emma focused her practice on healthcare litigation, False Claims Act defense, and government investigations and white-collar criminal defense. Emma’s extensive healthcare experience includes successfully defending providers in civil and criminal investigations and enforcement actions brought by DOJ, HHS-OIG, and other state and federal agencies; handling government and commercial payer audits and reimbursement disputes; and advising healthcare clients on a wide range of regulatory and compliance matters, including those involving the Stark Law, Anti-Kickback Statute, FDCA, and HIPAA/HITECH. As part of her government investigations and white-collar practice, Emma defended individual and corporate clients in criminal and regulatory investigations and enforcement actions, including those initiated by DOJ, SEC, FINRA, CFTC, DEA, and others, and individual clients in white collar criminal matters. Emma also regularly represented healthcare providers and other professionals in licensing board investigations and disciplinary proceedings and handled commercial disputes and civil litigation matters for healthcare and other business clients. Emma also served as in-house counsel for a medical professional liability insurance company where she advised executive management on healthcare regulatory and litigation matters.
Emma now focuses her practice on representing and FCA qui tam relators and other whistleblowers in whistleblower actions, individual clients in white collar criminal matters, and healthcare providers in regulatory and compliance matters.
Emma received a B.A. in English Language and Literature, with honors, from the University of Virginia, and her J.D. from the University of Denver, Order of the Coif/Order of St. Ives, where she graduated in the top 5% of her class. Following law school, Emma clerked for the Honorable Stanley F. Birch, Jr. of the Eleventh Circuit Court of Appeals.
She is admitted to practice in Georgia (2007) and Colorado (2005).
